With Arc Timeline 4, is it still necessary?

Short answer: not for Arc Timeline 4. It does its own recording, and doesn’t use Arc Recorder — Recorder only ever fed the original Arc Timeline, and what it records stays there. If you’re still running the original app, Recorder carries on there exactly as it always has.
